The Chemical Industry Council of California is saddened by news of the passing of one of its gifted leaders, L. William "Bill" Hegland.  Bill died Friday evening, May 17, 2013 following an 11 month long battle with cancer.  CICC and its members extend our deepest sympathies to his beloved family.


Bill joined CICC in 2000 as Director of Business Relations following a long and distinguished business and military career and having earned the rank of Major General in the U.S. Air Force Reserves.  At CICC he designed and implemented a successful grassroots outreach program which he named CalBizNet (California Business Network).  He authored CICC's monthly Issues & Items newsletter, and a legislative communiqué known as Bill's Bills.  In October of 2002 Hegland was selected by the Board of Directors to lead CICC as its General Manager and later as Executive Director. 


During his tenure CICC was refocused toward delivering value for members by placing emphasis on excellence in legislative advocacy, grassroots, political action and coalition building.  Hegland oversaw CICC accomplishments in critical infrastructure security, anti-terrorism training, and CICC issues conferences including the Chemical Industry Forum on Green Chemistry.


Bill Hegland was a strong advocate for the chemical industry in California and upon departing CICC at the conclusion of the legislative session in September 2006, Chairman Don Wood said of him, "Bill Hegland's leadership, guidance, great professionalism and poise will be genuinely missed by me and the rest of the CICC.  His wonderful character and integrity are traits we've all come to enjoy and respect."


He is survived by his wife of 56 years, Diane (Hovey) Hegland, daughter Suzanne and husband Eric Yadao; son Craig and wife Deana Hegland; 4 grandchildren Sinclair, Emily, Braden, and Jacob and extended family members.


A memorial service was held on Wednesday, May 29, 2013 at 2:00 p.m. at St. Michael's Episcopal Church, 2140 Mission Avenue, Carmichael, CA. In lieu of flowers, donations may be made to St. Michael's Church in General Hegland's name.  Sacramento Bee Obituary
