Green Chemistry Report - (Updated 07/11/06)

Senator Joseph Simitian, Chairman of the California Senate Committee on Environmental Quality convened an informational hearing on the report by the Northern California Center for Occupational and Environmental Health (COEH) at UC Berkeley, entitled, Green Chemistry in California: A Framework for Leadership in Chemicals Policy and Innovation.  Michael P. Wilson, PhD, principal author of the report; and Rob Donkers, Counselor for Environmental Affairs at the European Commission Delegation in Washington, DC and an expert on the European REACH program were two of the principal presenters.  An Advocates' panel and a chemical users' panel also commented.  Chemical producers, distributors, and users have serious differences of opinion with many of the reports findings while at the same time acknowledging significant opportunities with others.  (See additional articles in CICC News section)

 

CICC believes the report identifies important issues worthy of a serious facilitated multi-stakeholder dialogue.  CICC is on record publicly as saying it prefers dialogue among knowledgeable stakeholders as a means to narrowing differences of opinion as opposed to contentious legislative debate where science and fact are often lost, or at best blurred, in the zeal of the parties to achieve political victory. 

 

During the public comment period of today's hearing CICC again voiced its support for a facilitated multi-stakeholder dialogue.  CICC referred to the recently completed survey of attendees at the May 10th Forum in LA as further evidence of the wide support for continued dialogue.  In closing CICC referred to the 2006 Presidential Green Chemistry Awards ceremony earlier this week.  Dr. Paul Anastas, Director of the Green Chemistry Institute at the American Chemical Society, is quoted in USA Today as saying the key to green chemistry is that companies do it not because the government forces them to, but "because it's more profitable, cheaper and customers like it."  (See Meetings and Events section for more)

 

In concluding remarks, Senator Simitian thanked all participants and commenters; and indicated it was his intention to create a multi-stakeholder group to continue discussion on the report.  What form that group will take, how it will operate and be paid for are yet to be determined he said.  Continue to monitor www.cicc.org  for more information as it becomes available.
